President's Message

Every year, on December 25, we celebrate Christmas. It’s a time of year when we try to put behind us all of the unfavorable events that have caused us concern over the past year - if only for a few days.

However, the progressive marketing of Christmas seems to have bypassed the Thanksgiving season and threatens the true meaning of Christmas - the celebration of the birth of Christ.

A Letter from Bill Williams, Tennessee RC&D Council President

This past year, your Tennessee Resource Conservation and Development Council has been caught, in Matthew Arnold’s famous words, “between two worlds; one dead, the other powerless to be born.”

On the one hand, we had four Councils that were declared graduated and, on the other hand, two who were awaiting funding.

The Origin of RC & D

The Resource Conservation and Development Program (RC&D), initiated in 1962 under authority of Food and Agriculture Act of 1962 (P.L. 87-703), assists multi-county areas in enhancing conservation, water quality, wildlife habitat, recreation and rural development. Work in each area is coordinated by a council. At present, 375 areas have been approved encompassing more than 2,500 counties.
